This is an exercise to walk us through the process, but you can gain the same information from reading the BAA. So the Library of Congress is the largest library in the world. We have a huge collection filled with millions of books, recordings, photographs, newspapers, manuscripts, and one of the missions of the library is to enable what we call a transformational experience that connects the digital collections of the library with the American people. 00;02;51;06 - 00;03;17;00 Unknown So the innovator in residence program was established to do just that back in 2017. And we're looking for, creative folks with diverse perspectives and expertise to develop, an interesting and innovative work that connects, new audiences with the library's collections. So I'll read this exactly here, because I think it's a really core, it gives a really good core understanding of the program. 00;03;17;00 - 00;03;43;18 Unknown So residents are required to do research with the library's collections, create a unique digital work that may be hosted on the LC labs website, host a public program, and serve as an ambassador for the library during their tenure. So we seek proposals for research and work that promote insight, inspiration, discovery of library items, and connecting to new or diverse audiences, and also creative remixing and reuse. 00;03;43;20 - 00;04;08;12 Unknown So we'll go ahead and dive in. And if you ever need to reach out to us, our email is located here. So we're going to look at the first document, which is this one here, which is the actual BAA. So I'm going to open that. And what we'll dedicate our time to now is a step by step process to understanding what is required of the application and what that could look like for you. Again, we'll pause for questions. And Ramon has graciously agreed to help me fields those as they come in through, the chat. All right, let's pull this up here. 00;04;35;18 - 00;04;56;09 Unknown So once again, the description that I read is here. And this is really where you can get the core understanding of the program. And it again, it is to create a digital work, that could be hosted on the LC labs website, host a public program, and serve as an ambassador for the library during your tenure here. 00;04;56;12 - 00;05;14;20 Unknown So this is a two part process. So the project selection under this baa includes the submission of a brief three page paper concept paper. This includes the cover page. And we'll look at one later on. At the end of this we'll look at Vivian's concepts paper. So you'll have an idea of what that could look like. 00;05;14;22 - 00;05;37;26 Unknown And then after review of the concept papers the library will invite some applicants to submit full proposals. So again this is a two part process. The concept paper first and upon invitation you will be able to submit a full proposal. And throughout this hour we'll look into what each of those look like. So based on those concepts, the selected resident is going to spend a minimum of 12 months beginning in September 2026 engaging in research. 00;05;38;02 - 00;06;00;09 Unknown So to produce that creative work and sharing the work with an audience, the award amount for this first year is up to $90,000. And the program or the project can't last for more than two years. And this is paid out on a deliverable basis based on the timeline that's proposed in the project plan. So innovators propose their own project timeline. 00;06;00;12 - 00;06;23;02 Unknown And that is part of what is being reviewed. The residency could be extended for a second year pending library approval and funding availability. This is an option year that spent promoting and connecting the residents work, and library resources with communities. It could also be spent continuing research and refinements of the digital work, or additions or variations of that work. 00;06;23;03 - 00;06;51;22 Unknown You can also be creating scaffolding material, if you are interested in an option year or that second year, you have to include it in the scope of your concept paper and your full proposal in order to be eligible for consideration for a second residence a year. So while it is not a guarantee that that second year will happen, if you are interested in it, you must, include it in your concept paper and also in your full proposal. 00;06;51;24 - 00;07;23;15 Unknown A few other things that I wanted to highlight here at the beginning. Here is the library is only going to contract individuals for this opportunity. We don't contract with organizations or teams or teaming arrangements. You are allowed to subcontract for supplemental work or expertise that you're not able to provide yourself. But the bar is limited to individuals, and these are individuals who are citizens or permanent residents of the US, and government employees are not eligible for this program. 00;07;23;18 - 00;07;49;20 Unknown Another stipulation is that much of this residency is remote, which is really exciting. However, we do require that residents spend at least 80 hours on site at the library in Washington, DC, during year one. And please note that this is cumulative so it doesn't have to be 80 hours at once. But this does need to be noted in your, in your schedule. 00;07;49;23 - 00;08;09;12 Unknown Oh, a quick note. Also, I always like to flag this. Is that the like, if the library, for whatever reason, needs to restrict access to its buildings or travel is limited due to something like a pandemic, we are able to possibly waive this requirement. So it is flexible, barring something that is outside of our control. 00;08;09;14 - 00;08;31;14 Unknown Project funding is inclusive of all costs during the residency. So not only that, subcontracted labor, but also, production supplies and also traveling to and from the library to meet this requirement. So you do have to include that in your budget as well as lodging. 00;08;31;16 - 00;08;53;05 Unknown And then here we're going to look at some of the creative, areas that your project could, could, focus on. You are not limited to these areas of scope. But these are good starting off points. And again, there is another category that we'll go over in a moment as well. 00;08;53;07 - 00;09;23;02 Unknown Scroll down here. So these are the program interest areas. So the digital works inspired should be inspired by both the library's collections and the needs or interests of a specific public audience. This project or digital work should tell an engaging story. It can prompt a deeper inquiry, demonstrate a new method of discovering library items, or present free to use items and tools which enable a creative remixing and reuse of the library's collections. 00;09;23;05 - 00;09;43;10 Unknown An important thing to also note here is that quality concept papers, will site specific library items or collections that will be used in a proposed work. So while you're coming up with your concept and submitting that, if you're able to tell us specifically which library items or collections you're interested in, that makes, your concept paper that much stronger. 00;09;43;15 - 00;10;07;14 Unknown And at the end of this, while we also look at Vivian's, our current innovators, concept paper, I'll also show you a document that's provided with the bar that helps you navigate the library's collections. So we'll go ahead and jump into, the different program areas. But just a quick caveat that these examples are meant to suggest possibilities. 00;10;07;14 - 00;10;27;21 Unknown They're not meant to limit you at all. So these can be used as starting off points. Regardless of the program area that you use. All concepts, though, do need to be tied to, Library of Congress collection items, and they have to include an innovative digital method. So you also have to design it with a particular audience or community in mind. 00;10;27;21 - 00;10;58;01 Unknown So with those parameters or guardrails in mind, you can then either use one of these program areas or branch out outside of it. One of the first program areas is interpretation. So this digital work that's proposed under the interpretation program area represents a transformational interpretation of a Library of Congress item or collection. And is and uses research from within the library's collection to inspire the digital work. 00;10;58;01 - 00;11;22;26 Unknown So it's expected that the concepts that are proposed in this area will represent the personal perspectives of the resident, and will also feature the work features like an editorialized lens. So it's your perspective and it's raising awareness of relevant stories, insights, or provocations for your designed audience. So again, this focuses on your interpretation of items or collections. 00;11;22;28 - 00;11;42;11 Unknown A good example of this is our current innovator in residence, Vivien Leigh. And again examples, that I'll reference throughout here or could be accessed through the Innovator in Residence program page. So you're able to see the examples that I'll mention here. From that page you'll see past innovators work, which could be helpful as you think about your own work. 00;11;42;14 - 00;12;10;19 Unknown Another program area that you could use is discovery listed here. So the concepts submitted under this program area demonstrate either a new digital paradigm for finding and using, the library collection or multiple collections. So it's a new way of finding these collections and using them. Really good work to look at is thinking about the discovery program area is the our interview, our past innovator in residence for 2022, Jeffrey wu. 00;12;10;22 - 00;12;37;03 Unknown You weren't excuse me? She created a series of historic Chinatowns, and those Chinatowns were created using items from LCS collections. He also created a toolkit to teach this process of discovery to communities who had lost vibrant neighborhoods. So that was an interesting way of reusing existing library collection items, but also finding them. And again, his work is available through the Innovator in Residence program page. 00;12;37;04 - 00;12;41;07 Unknown So you can take a closer look at that paradigm. 00;12;41;10 - 00;13;11;16 Unknown The other program area is reuse. So more, more and more members of the American public are interested in using images, videos and texts, from the collection and reusing them and remixing them. So concepts proposed under this program area, design a work or a workshop series that, enables an audience or a community to transform free to use digital collections for their art, business, research or poverty pleasure. 00;13;11;16 - 00;13;39;04 Unknown So the main focus of this is reusing existing library collection items. A great example of this is citizen DJ, which was created by our 2020 Innovator in Residence, Brian Fu. And that is an open source web app that uses free to use audio and moving image collections to remix and create their own beats. It's also an incredible program, project, and you're able to see it through the, Innovator in Residence program page. 00;13;39;06 - 00;14;00;17 Unknown And our last category, and perhaps one of my favorites is other. So this is, under the umbrella of creativity, innovation and a transformational concept. So applicants can apply without a concept that meet without meeting one of the three other concepts. If you are qualifying as other, you still do need to meet the requirements that are in this announcement. 00;14;00;19 - 00;14;30;11 Unknown So you do need to connect to a new digital and new audience. You need to still use the library's collections. And this service needs to come through, or the program needs to come through with digital work that supports emerging technologies. But you can operate, of course, outside of the three umbrellas that we just mentioned. And then just a quick note before we go into the schedule that the library does reserve the right to select an award, for any, all or none of the proposals received for this announcement. 00;14;30;14 - 00;14;59;06 Unknown And the A is a, expression of interest only. And, the application process isn't, a paid process. So you submit your program on your concept. And then we, we go from there. And before I continue, I wanted to see Ramone. Okay, so, the BA was issued, February 2020. 00;15;19;11 - 00;15;38;09 Unknown February 24th, 2026. We have two informational webinars, the one that you are in right now. And then we have another one on the 16th. That one is happening an hour later according to Eastern Standard Time. So 4 to 5 p.m. you can register for those webinars as well. That webinar as well through the ILC labs website. 00;15;38;11 - 00;16;05;20 Unknown Their contact paper is due April 10th, so 2 p.m. Eastern Standard Time, for proposal dates. So if after reviewing, after submitting your concept paper, you are invited to submit a full proposal that will be in May of 2026, when those will be due. We are hoping to make an award announcement in August of 2026, and contracting again will begin in September of 2026. 00;16;05;22 - 00;16;27;16 Unknown So those are dates to keep in mind with, April 10th being, the most important one. And then also, as I mentioned before, if after this or after reading the transcript, you have more questions. Please submit the questions to look over at loc.gov. Again. That's right here. And please get those in by March 20th. 00;16;27;18 - 00;16;53;21 Unknown Once that those are in, we are hoping to have those answered and posted by March 25th. And again, just a quick note that unfortunately, questions received after March 20th may not be answered. So just keep that in mind that timeliness. When you're thinking of your questions. So now we're going to talk about the, selection process and specifically the concept papers. 00;16;53;24 - 00;17;17;29 Unknown So again, the library will use the three page concept paper. And that's how we will gauge the applicability and interest in the proposed efforts. So all applicants have to submit a concept paper in order to be considered for the award. There isn't where there isn't a way of getting around that. So if you're interested in being able to submit a full proposal, you do first have to start with the concept paper. 00;17;18;01 - 00;17;45;11 Unknown Another thing to mention is that after the submission of the concept paper, the library, could reach out to discuss the paper with you to develop or refine the project concept. And we will also notify applicants if a constant paper is not, selected to proceed to step two, depending on the volume of concepts that we received, we may not be able to go into detail as to why a concept was not, selected to move forward. 00;17;45;11 - 00;17;53;05 Unknown But you will hear from us that, it wasn't selected. 00;17;53;08 - 00;18;15;28 Unknown And then this is, what I was referring to in step two, successful, concept papers will be invited to submit a project proposal. And just a quick note that if a submission is incomplete, it's lacking or you are not responsive, to the technical requirements of the VA, you do risk that your, proposal is not evaluated. 00;18;16;00 - 00;18;37;00 Unknown And this is up to the library's discretion. So I share this. Not to scare anyone. On the contrary, just to encourage, that you become familiar with the EBA as it's, posted and then also to get those questions in by by March 28th, just to make sure that you are fully considered. And another thing to talk about is the intellectual property rights here. 00;18;37;07 - 00;18;58;01 Unknown So one thing to mention is that, this is a contract and it is funded by, taxpayer dollars. So what that means is the products created because of this bar, I need to be delivered to the lot and are delivered to the library. Need to be available, under a creative license, a creative 1.0 universal license. 00;18;58;01 - 00;19;23;06 Unknown So what that means is you're as an applicant, you grant the library and the public an irrevocable, fully paid up, royalty free, non-exclusive, worldwide license to reproduce, distribute, copy, display, create derivative works, and publicly post, link to, and share the works or parts thereof for the purpose of promoting the residency and making it accessible to the American people and for any other purpose. 00;19;23;08 - 00;19;43;25 Unknown I like to read that one out loud because it covers all the different, what ifs and issues that come with copyright. But I hope that that is a good standing off point. And again, if you have questions, please, reach out to us. But the end product, you need to be able to be, used in, reused by the American public. 00;19;43;25 - 00;20;05;28 Unknown So that's, hopefully the long and the short of it. But again, please reach out if you have questions. If you do have, intellectual property, considerations or anything that you'd like us to know, you have to describe them. Insufficient detail and clearly state any limitations and describe how the library can use the work within the limitations described or proposed. 00;20;05;28 - 00;20;33;01 Unknown So this needs to be included. In your concept paper. So what's due on April 10th? You need to include it there. And if you're invited to submit, it also needs to be included in the for project proposal as well. So they have to be cited both places. So right off the bat, you need to tell us of any constraints and how the library can still use, whatever products you are delivering to us at the end of your, residency. 00;20;33;03 - 00;21;00;13 Unknown And then just a quick note here about the submission instructions. So if you are applying, you need to email your project concept papers. And again, upon invitation, your proposal to LLC at Loc.gov. So that same email you would be using to ask questions is where you would submit your concept paper and it's invited the proposal. And please include the PR number which is listed here, and the innovator in residence in the subject line. 00;21;00;20 - 00;21;28;02 Unknown And please get those in by the due dates. Proposals submitted through sam.gov won't be accepted. And then just note that the maximum file size allowed through the library's email system is listed here. All right. I will go back to the bar. So let's look together at the cover page and what that entails. So your cover page needs to include the working title, right of your proposed project, applicable program interest areas. If you're selecting other, you can also put other there names, phone numbers and your email address, the date of submittal, intellectual property rights. 00;25;01;27 - 00;25;22;27 Unknown And if there's any proprietary data that you'll be using, any restrictions on that. And again, just to know, please use the email address that is the easiest to reach you at, in case we, you are selected or in case we have, we have questions. So one of the first things that the, the consent paper will include is a vision statement. 00;25;22;29 - 00;25;52;06 Unknown And this describes your creative concept and also which community or audience that you're envisioning for your resulting digital work. The vision statement also should describe how the concept is transformational for libraries and for your intended audience, and then also any pertinent or relevant influences. So, certain individuals that you're influenced by, if there's works, schools of thought that might have influenced your concept. 00;25;52;09 - 00;26;28;18 Unknown Also personal experience, please include that here. And then further, getting into the, the granular ness of the vision statement, it can be further divided into these three sections. So in an introduction, describe, the concept again that you're envisioning for your additional work. Describe your audience. And then also why it's transformational. And in addressing these three areas, you need to also provide a statement and how the proposed concept enhances the ability of the library to meet its goals, as described in this bar. 00;26;28;20 - 00;26;52;25 Unknown Further, further, going into your vision statement approach and feasibility. So describe how your research and creative approach, including innovative, including innovative digital methods, are going to be used. Please describe the resources that will be needed to include. And also you can include examples of library items or collections. Again, that makes for a stronger proposal. 00;26;52;28 - 00;27;21;19 Unknown And then also do you have any possible risks or any dependencies. One example of this could be the communities that may encounter the work or communities represented in the selected, library collection, and then also how to design how you will design for feasibility, accessibility and sustainability. Specifically, when looking at sustainability, we're thinking about the ease of hosting your digital work, the ease of maintaining it, portability. 00;27;21;21 - 00;28;01;04 Unknown And, just please keep in mind that the majority of your research for your content, for this digital work needs to be done with Library of Congress collections, and or access to Library of Congress staff. And then lastly, one of the things you need to include is your capability and your experience. So briefly describe, your how capable you are in providing these, services that the services that you're describing and also, if you have, how you would support that, you have good judgment or exercise good judgment in public communications, because, again, you will be serving as an ambassador for the library. 00;28;01;06 - 00;28;35;20 Unknown Also, this is a great place to list any relevant experience for the proposed project or any relevant experience connecting that proposed audience, for this public work. So and if you're thinking of subcontracting again, this is only, the, contract is only for individuals, but you are able to subcontract, please, if applicable. This is where you would describe, who you'd be subcontracting with or the subcontracted labor that's required for this work. 00;28;35;22 - 00;29;04;19 Unknown All right. Is this program only eligible for current graduate school attendees? Is this program available to postgraduates? That's a great question. The answer is yes.
